the problem
The two peoples have lived in the same land for many years and both consider it their homeland
Both want to maintain their unique identity. A complete separation between them is impossible. A permanent solution is not possible at the moment and the fighting continues. A reconciliation period is required. The Palestinian residents of Israel paid a heavy price as a result of the 1948 war. Recognition, compensation and mutual respect are the main keys to reconciliation between the nations. Daily work together on joint projects will quell the foci of the conflict , bring the reconciliation closer and regulate a system that will produce the political solution
The joint projects will include: settlement of refugees in permanent settlements, education for peace, accelerated economic development: Water, air, sewage, waste, traffic, communication, energy, health, access to seaport and airport
The essence of the solution
The solution to the conflict will be realized in two stages
Phase A – Reconciliation
Signing of framework agreements to end the conflict. The agreements will enable ,later, all the policy options of the permanent agreement

Phase B – permanent agreement
choosing of the permanent agreement or continue this partnership framework
The essence of the partnership
The partnership is an Israeli-Palestinian system whose purpose is to prepare the nations for a permanent peace agreement in any of the future options. Implementation of a ceasefire. Participation in the economic, educational and legal system. Accelerated development will build trust through the joint projects. The projects will be carried out through dedicated and joint administrations, for example: the issue of education will be managed through a dedicated administration that will be established under the responsibility of the Israeli Ministry of Education and the Palestinian Ministry of Education. Similarly, health, housing, transportation, economy, tourism, agriculture, industry, energy etc. The partnership will gain trust, support and international funding. The partnership will include Israel and Judea and Samaria and Gaza . At the end of the partnership period, it will be possible to move from the partnership to a complete separation into two countries or one country or else or continue with this framework of partnership
Framework Agreements to End the Conflict (in Phase B )
The agreements will be reached in phase A. The agreements will be implemented in phase B
Settlement and borders (Phase B)
The agreements in this section are relevant for the solution of separation
The borders between the countries/entities will be based on the "Green Line" with border corrections and territory exchanges, within which the large settlement blocs will be annexed to Israel.
The territories of the Jewish settlements in the territory of Palestine will be replaced with territories in Israel. There will be no forced relocation of existing settlements
Israeli residents who wish to evacuate to Israeli territory will receive financial compensation
Israelis who choose to remain outside the blocs will be citizens of Israel, with resident/citizen status in Palestine
The partnership institutions (phase A)
The relations between the countries/entities will be based on a partnership agreement
The implementation of the treaty will be ensured with the help of a joint court/mediation that will be established under the responsibility of the Israeli Ministry of Justice and the Palestinian Ministry of Justice. The court will have formal status in the independent legal system of each individual country/entity. Religious scholars will also be included in this court
The joint treaty will be drafted by the ministries of justice and approved by each country/entity. The regulations of the treaty are in the form of this proposal. The regulations will be updated every seven years
The project administrations will be established by the relevant Israeli and Palestinian government ministries. All administrations will be staffed by Israelis and Palestinians jointly
Refugees and victims (Phase B)
The Palestinian refugees outside of Palestine will have the basic right of return to the Palestinian state/entity or in very special cases to Israel
It will be possible to convert the right of return into financial compensation or rehabilitation at the current place of residence
The partnership will also handle compensation for the Jewish refugees who were expelled from their Arab countries
As part of the joint court, requests for compensation for the victims of the conflict will be possible. Special committees for reconciliation and mediation will be established
Jerusalem
Jerusalem has been the pray center of the Jewish people for thousands of years. Jerusalem is sacred to Judaism, Christianity and Islam
Jerusalem will be the home of the partnership institutions. (Phase B the solution of separation) West Jerusalem is the capital of Israel. East Jerusalem (without the Old City) is the capital of Palestine. Residents of East Jerusalem will be able to choose between Israeli citizenship and Palestinian citizenship. Neighborhoods with an Israeli majority will be associated with Israel. the two capital cities will be coordinated under a common framework
The holy sites will be operationally responsible according to the religious affiliation. Israel's sovereignty over the Old City will be preserved
phase B – the Temple Mount square (without the Wall) will be under joint sovereignty of Israel Jordan/Palestine
Visiting rights for all. Prayer rights only for Muslims under an arrangement that is updated every seven years.(phase A) Spatial separation will be possible in the square, such as the separation in synagogues. The Wall is in the sovereignty of Israel
Security
phase A – The external guarding of the entire Old City will be carried out through a joint guard under Israel's responsibility. The guarding of the Temple Mount Square will be through a joint guard under the responsibility of Israel-Jordan/Palestine.
Phase A – Israel's external borders will be guarded by the IDF. The external borders of Palestine (for example, the Jordan Valley) will be guarded by a joint border guard under Israel's responsibility.
Phase B ( separation solution ) guarding of the holy sites in the territory of Palestine will be through a joint guard under the responsibility of Palestine
Phase B – Defense alliance will be signed between all components of the partnership. All illegal weapons will be collected
The security of the Jewish settlements will be carried out by the IDF, as well as the maintenance and operation of the warning stations. Each country/entity is responsible for the order in its area. Palestine will remain demilitarized

Drafting of the partnership agreement, in accordance with this document,
Establishing the partnership framework and running the joint projects
Ceasefire and freezing of the status quo. Building permits will be given in response to natural growth and the settlement of refugees
Development of permanent settlements for the refugee camps in Palestine. Development of protected traffic. Development of a smart border separation fence
Massive addition of transition and automatic check points . streamlining the issuance of work permits
The establishment of the partnership institutions. Establishment of the joint project administrations under the responsibility of the relevant government ministries in Israel and Palestine. The decisions are based on a full agreement of each party. The projects will benefit all residents of Judea and Samaria / Gaza and promote the peace parameters for phase B
Establishment of a joint guard corps on the Temple Mount
Implementation of all sections of phase A above
Start of the joint projects
Adjustment of the education systems and textbooks for mutual recognition and respect. The inclusion of the study of the Arabic and Hebrew languages in the compulsory subjects
Establishment of a joint court/mediation to define and maintain the principles of non-violence
Registration in the Tabu of private properties
The validity of the partnership period is seven years
Phase B – peace agreement

Collection of illegal weapons
Detailed formulation of the peace agreement. One country, federation, confederation, two countries, autonomy, other. or continuing/upgrading this partnership for another period. Approval of the agreement
Inclusion of Gaza territories in the agreement independently or combined with Judea and Samaria
Signing of a permanent peace agreement between all the members of the partnership (including Gaza territories)
Application of all sections of phase B above
Phased release of prisoners. Return of missing persons and captives
Gradual dilution of IDF forces from the Palestinian entity
